We also serve medium-sized companies that are leaders in their niche markets nationally and continentally.

In addition to being a leader in Employer of Record (EoR / Umbrella Company / Payroll / PEO) in Turkey, Azkan Group supports clients with many complementary services:

  • managing employees,

  • negotiating effectively,

  • resolving workplace conflicts,

  • understanding Turkish culture in the professional environment.

This book reflects our ability to support clients with concrete, tailored solutions while sharing our know-how on HR management and Employer of Record (EoR / Umbrella Company / Payroll / PEO) in Turkey.

The Azkan Group team is made up of Turkish professionals who live and have been educated and trained in Turkey, with academic backgrounds in accounting, chartered accountancy, law, and human resources. We have had a stable and experienced team since 2005 and have supported several hundred international clients with their operations in Turkey.

Our teams are trilingual: Turkish, English, and French. Azkan Group is recognized as a pioneer and leading provider of Employer of Record (EOR) services in Turkey. We are the only local provider offering an online platform enabling clients to access and manage payslips, invoices, employee data, and other HR information, together with a comprehensive knowledge base designed to answer questions related to Turkish employment law. And the network to manage your EOR requests in more than 100 countries in the word.

This extensive experience gives us an in-depth understanding of the specific requirements, complexities, and constraints of Turkish employment legislation. Unlike some generalist competitors, whose teams may consist of more junior profiles covering multiple countries but with less in-depth expertise in Turkey, Azkan Group provides precise, specialized, and locally focused support for all matters related to Employer of Record services in Turkey.

At Azkan Group, you will work with a dedicated senior HR and payroll expert, rather than a rotating support team or an automated platform. Our core team has been working in Turkish HR and employment law since 2005, and many of our experts have worked together for more than 12 years, ensuring strong continuity, consistency, and in-depth expertise.

Unlike large digital EOR platforms, you keep the same point of contact over the long term—you will not be assigned a new Account Manager every six months. When you contact us, you receive a direct response from a human expert, never an automated AI-generated reply. You can also reach us easily by email, phone, or WhatsApp whenever needed.

Day-to-day responsiveness is one of our key strengths. Client satisfaction is a top priority at Azkan Group, particularly when requests involve employees and payroll matters, where accuracy and responsiveness are essential.

This high-touch, personalized approach is one of the reasons why leading global multinational companies have trusted us to manage teams of more than 200 employees in Turkey for several years, until they established their own local entities. During this period, we also supported their teams in understanding Turkish employment law and local HR practices, helping ensure a smooth, compliant, and successful expansion in Turkey.

A Real Human and Local HR Approach in Turkey

Azkan Group is not simply an Employer of Record (EOR) or payroll provider in Turkey that processes salaries and issues payslips. Our role goes much further. We act as a local HR partner for international companies employing, recruiting, and managing employees in Turkey.

Our clients have direct access to experienced HR professionals based in Turkey and can contact us by email, phone, or WhatsApp whenever they need advice or support.

Because we have been supporting international companies and their employees in Turkey since 2005, our team can provide practical guidance throughout the entire employment lifecycle, including:

  • Recruiting employees in Turkey: understanding the local talent market, candidate expectations, recruitment practices, and the availability of specific profiles.

  • Salary benchmarking and salary negotiations: helping companies determine whether a proposed salary is competitive in the Turkish market and supporting salary negotiations with candidates or existing employees.

  • Designing competitive employment packages: advising clients on salaries, bonuses, private health insurance, meal allowances, transportation benefits, company cars, remote-working arrangements, and other benefits commonly offered in Turkey.

  • Preparing job offers: helping international companies structure an attractive and locally appropriate employment offer before presenting it to a Turkish candidate.

  • Understanding Turkish employment practices: explaining the cultural and practical differences that international employers may encounter when managing employees in Turkey.

  • Avoiding common HR mistakes in Turkey: identifying potential issues relating to employment contracts, probation periods, working hours, overtime, annual leave, salary reviews, bonuses, benefits, performance management, and termination procedures.

  • Managing sensitive employee situations: supporting clients when difficulties arise between an employee and their manager, during performance discussions, salary negotiations, organizational changes, or other sensitive HR situations.

  • Turkish employment law and HR compliance: helping clients understand the local employment framework and the practical implications of Turkish labor regulations for their employees.

  • Employee onboarding and ongoing HR support: assisting employees when they join the company and remaining available throughout their employment rather than limiting our involvement to payroll administration.

  • Termination and offboarding: supporting both the international client and the employee through sensitive termination processes while taking into account Turkish employment law and local HR practices.

Human Support for Employees as Well as Employers

Our human approach also extends directly to the employees we manage in Turkey.

Employees can contact our team when they have questions about their employment, payroll, benefits, annual leave, employment documentation, or other HR matters. They may also contact us for guidance when facing difficulties in their professional relationship with their manager or international headquarters.

For example, employees regularly approach our HR team to discuss how to address a disagreement with their manager, how to raise a salary review request, how to communicate concerns professionally, or how to handle a difficult workplace situation.

In these situations, Azkan Group can act as a local HR facilitator between the international company and its Turkish employees. Our objective is to help both parties understand each other’s expectations, prevent misunderstandings from escalating, and maintain a constructive employment relationship whenever possible.

This role is particularly valuable for foreign companies that do not have their own HR department or local HR expertise in Turkey.

More Than an EOR or Payroll Platform

Many international companies initially contact an EOR provider because they need a legal and compliant solution to employ someone in Turkey without immediately establishing their own Turkish entity.

However, employing someone in another country involves much more than generating a monthly payslip.

Questions quickly arise:

Is the salary competitive in Turkey? What benefits should we offer? How should we negotiate with the candidate? What should be included in the employment package? How should we manage a salary increase request? What are the local expectations regarding bonuses and benefits? How should we deal with a conflict between an employee and their foreign manager? What are the risks when terminating an employee in Turkey?

These are precisely the situations where local HR knowledge and human support make a difference.

Azkan Group combines Employer of Record services, payroll management, recruitment expertise, HR support, and knowledge of Turkish employment practices within the same local organization.

Instead of relying exclusively on tickets, chatbots, automated responses, or constantly changing account managers, our clients and employees can communicate directly with experienced HR professionals who understand the Turkish market and the individual employment situation.

Our philosophy is therefore simple: technology should facilitate HR management, but it should never replace human expertise when an employer or employee needs real HR advice.

This combination of local expertise, human accessibility, continuity of contact, HR advisory services, payroll capabilities, and Employer of Record expertise is at the heart of Azkan Group’s approach to supporting international companies employing people in Turkey.

Competitors: Deel, Multiplier, Oyster, Globalization Partners, SKUAD.

Azkan Group stands out by:

  • Stable team with a single Turkish contact, unlike the frequent turnover at generalist providers.

  • Exclusive services: immediate replacement, logistics, payment in foreign currency without conversion, car and office rental.

  • Local structure for security and transparency. No intermediaries or subcontractors.

  • Included tax optimization solution: personalized study of salary structuring, allowances, and employee specifics included in the offer.

The biggest risk is the cascade effect. This activity is increasingly controlled by authorities. Authorities systematically look for the slightest error or approximation to impose fines, even symbolic ones, and may interpret the law in their favor.

With a large provider, the risk of inspection is higher. Even if all filings are correct, a single error can affect all contracts and trigger adjustments. This is the inevitable domino effect, as this activity carries a high level of compliance risk.
